A2 Świecko - Konin | Every kilometer matters
Autostrada Wielkopolska S.A. together with the Mayor of the City and Commune of Września, the General Directorate of National Roads and Motorways and the Minister of Infrastructure and Development agreed upon the solution allowing for connecting the A2 Motorway to the VW plant in Września.
The memorandum of understanding entered into in June 2017 between AWSA and the Mayor of the City and Commune of Września was accepted by GDDKiA and MID in October 2017. It allows for building 400 metre road in the A2 Motorway right of way in the area of the Września interchange. The construction of the missing section turned out to be a very complex problem, mainly because the project was not provided for in the concession agreement entered into with the government, and constituting the basis for AWSA operation, and the missing section of the road is in collision with the future extension of the Września interchange in case the traffic conditions occur as defined in the concession agreement. The solution advantageous for all parties involves assuming both by AWSA, and by the Office for the City and Commune of Września of certain risks related with that project. The Company will make the right of way of the motorway managed by it available to the Commune. The memorandum of understanding also provides for building the missing 400 m section of the road by the Commune at its own cost, and if conditions arise for the extension of the Września interchange, the Commune will dismantle the road within 9 months also at its own cost. If necessary, AWSA will ultimately dismantle the road using the guarantee granted by the Września Commune. If this is impossible for various reasons, the parties to the memorandum of understanding are obliged to negotiate new solutions safe for the drivers.
– Since the very beginning Autostrada Wielkopolska has been looking for a solution which would guarantee the construction of an interim connecting road in compliance with the concession agreement and the binding regulations. The Company has not had any legal possibility to solely issue appropriate decisions. However, following many negotiations with the parties to the project, i.e. GDDKiA and the Mayor of the City and Commune of Września, we have succeeded in reaching agreement between the Company, the Commune and GDDKiA, without additional annexes to the concession agreement being necessary. We expect the new, additional connection of the A2 Motorway to the Września Economic Activity Zone to benefit all parties to the memorandum of understanding – says Zofia Kwiatkowska, AWSA spokesperson.
The interim Connecting Road is a successive common initiative taken up with the City and Commune of Września to support the operation of the Września Economic Activity Zone in the area of the A2 Motorway right of way.
