Making U-turn is impossible both in the entire mainline and on interchanges. According to the highway code, Art. 22 sec. 6 item 2 or 3, making U-turn on motorways and expressways is prohibited. Motorway interchanges are not suitable to make such a maneuver. It is only possible to enter or exit the motorway at interchanges.

In order to change the direction, the vehicle must exit the motorway at an interchange, then on the public road outside the motorway change the direction and enter the motorway again at the same interchange in the desired (opposite) direction.

There are 12 gas stations in total on the concession section of A2, 6 in each direction, located on the opposite sides of the road, within the distance of ca. 50 km from one another. These are BP stations and Orlen stations located at the Service Areas of:

BP: Rogoziniec (km 85), Chociszewo (km 85), Gozdowo (km 216), Sołeczno (km 216)
PKN Orlen: Sosna (km 5), Gnilec (km 5), Zalesie (km 134), Sędzinko (km 134), Krzyżowniki (km 177), Tulce (km 177), Osiecza III (km 251), Osiecza II (km 251)

The concession section of A2 has 22 Rest and Service Areas, 11 on each side of the road. All these Areas have parking places, toilets, phone booths, picnic places and children’s playgrounds.

Central Control Service in the section managed by GDDKiA (traffic information) 19 111

This is done by the Patrol Service of the Operator (Autostrada Eksploatacja SA) – they monitor the motorway on a 24/7 basis. Frequency of the patrols is every 2 hours during the day and every 4 hours at night. The patrol car drives for 50 km and changes direction at the nearest interchange, commencing patrol on the same 50 km stretch in the opposite direction.

Patrol cars start from the Operation and Maintenance (O&M) Centers located every 50 km:

It is impossible to cross from one Service Area to the opposite one in the entire concession section of A2 from Świecko to Konin. There are no footpaths or overbridges that would permit the motorway users to do so. In order to get to the opposite side of the motorway, the vehicle must exit the motorway at an interchange, then on the public road outside the motorway change the direction and enter the motorway again at the same interchange in the desired (opposite) direction.

According to the concession agreement for the construction of A2 motorway in the section Świecko – Nowy Tomyśl, the responsibility for planning of the motorway including also the number of exits, routing and time schedule for construction of the access roads has been allocated to the government party , i.e. the Minister of Infrastructure and GDDKiA.

Toll Stations are available on 5 interchanges: Buk, Nowy Tomyśl, Trzciel, Jordanowo, Torzym. They are different from Toll Plazas in that, in the first place, they are not located in the mainline. Tol Stations are a well-known and widely used solution in the EU countries. In Poland they can be found on the concession A1 and the public section of A2 from Konin to Stryków.

Whenever a special vehicle trip is scheduled on the motorway, such intention may be notified in advance to Autostrada Wielkopolska S.A., whereupon such vehicle will be entitled to travel without paying a toll. Such notification should be made no later than one day prior to the scheduled trip and should specify the day and route of such trip, number plates and make of vehicle and, if it is an army vehicle, information on the army unit.
Ambulances are exempt from tolls (if, however, it is a medical service car which is not a proper ambulance, it must emit light signal or audible signal).
Police cars from the Wielkopolska region are exempt from tolls – other Police cars in the absence of prior notification of trip must emit light signal or audible signal for toll-free passage. Fire engines travel toll-free on the concession motorway on their way to and from incidents and – in the absence of a prior notification – when the engine emits light signal or audible signal.

Vehicle categorization results from the Regulation of the Minister of Infrastructure and has been incorporated in the concession agreement between AWSA and the government. According to the Regulation, motorcycles and cars both fall under Category I. AWSA is open to make a change, however it would have to be reflected in the concession agreement, hence relevant arrangements with the Minister of Infrastructure would be required. Presently, it is not possible to differentiate between cars and motorcycles, as they fall under the same toll category.

By virtue of a decision of the Minister of Transport, vehicles transporting disabled persons are exempt from e-toll. However, the electronic toll collection system is available only on public motorways and that is why Autostrada Wielkopolska S.A. is unable to apply such an exemption on the concession section Świecko – Konin.

Call 112 for help. Tell the location of an incident and describe what happened so that the emergency services can start their intervention as soon as practicable. Also, call the Central Control Room at +48 618 383 112 or the hotline at +48 800 022 242. Any incident may be reported using one of the emergency roadside telephones located at every second kilometer on the motorway.

In an emergency (lack of fuel or a vehicle breakdown) you should:

• park your vehicle in the emergency lane,
• signal the emergency as required by the highway code (a reflective triangle 100 meters on approach to your vehicle),
• call the Central Control Room at 61 83 83 112 or use one of the emergency roadside telephones available every second kilometer: press the red button and wait for the operator, then follow the operator’s instructions who will offer assistance by services from the list of the local authorities.

You can call recovery service on your own. It should reach the incident location within 45 minutes since the call, for cars, and within 60 minutes for trucks. Recovery service or the driver may perform minor repairs, refill fuel, oil, etc. on site within the time limit not exceeding 20 minutes.
In the event the driver is not capable of availing themselves of their own recovery service, one proposed by the Operator may be used. The Operator will offer assistance by services from the list of the local authorities.

The user is bound to pay the cost of removing the vehicle from the Motorway or the cost of its repair. The amount of the fee for services rendered by breakdown service from the list of the local authorities shall be determined by the local Council. Neither the Concessionaire nor the Operator shall be liable for the quality of the services rendered by the recovery service.

Any animal’s intrusion on the motorway should be reported to the hotline operator at +48 800 022 242 or directly to the Central Control Room at +48 618 383 112.

In light of the provisions of law effective as of 1 January 2014, fiscal receipts (given to drivers once they have paid toll in cash or with their pay card) being proof of a trip on A2 toll motorway both in the section Nowy Tomyśl – Konin managed by Autostrada Wielkopolska S.A. and in the section Świecko – Nowy Tomyśl managed by Autostrada Wielkopolska II S.A., are VAT invoices within the meaning of the Regulation of the Minister of Finance dated 3 December 2013 on issuing invoices (PL OJ 2013 item 1485) The provision underlying such interpretation of a fiscal receipt as a VAT invoice can be found in § 3 sec. 4 of the abovementioned Regulation.

Each driver is handed a fiscal receipt. According to law, such receipt is a VAT invoice and entitles the holder to deduct input VAT . Therefore, requests for issuing a standard VAT invoice have no legal grounds.

An exception to this rule are non-fiscal receipts issued whenever a fleet card is used for payment of the toll. Then, invoice is issued by the card issuer.

No, it’s not possible. According to law, fiscal receipts are already VAT invoices. Therefore it is impossible to invoice the same service twice – with a receipt and once more, with an invoice.

According to art. 106 sec. 1 of the VAT Act: “Whenever an invoice is destroyed or lost, the taxpayer or a third party authorized by the taxpayer shall re-issue such invoice:

a)    at a request of the buyer – according to the data on the invoice held by the taxpayer (…)”.

This means that a duplicate (i.e. a document restating the data from the original receipt) may be issued to the driver/buyer of the trip service in case the original receipt has been lost or destroyed provided the requesting party can prove without a doubt that he/she was the buyer of such service.

Given the fact that, according to law, there is no data of the driver on the fiscal receipt issued on A2 toll motorway, no request of issuing a duplicate can be granted without confirmation of the fact that such service was consumed.

According to individual tax ruling held by the Company, it is Autostrada Eksploatacja S.A, rather than the Company itself, that should be printed on the fiscal receipt as the taxpayer to document the sale of motorway trip service, notwithstanding the fact that such sale may be performer in the name and on behalf of the Company.

The driver is given a non-fiscal receipt whenever payment has been made by a fleet card. Then, invoice is issued by the card issuer. A non-fiscal receipt is solely a confirmation of payment transaction using the fleet card. Any settlement is based on an invoice issued by the respective oil company rather than by the concession company.

The receipt is a VAT invoice in the regulations of the Minister of Finance of 3 December 2013 on issuing invoices (Dz. U. z 2013 r., poz. 1485). It is not, however, the so-called The “simplified invoice” referred to in Art. 106e paragraph 5 point 3 of the VAT Act.

You can pay at the (mainline) Toll Plazas and the Toll Stations (at interchanges). The acceptable methods of payment include:

• Cash (PLN, EUR, USD – where payment is made in foreign currencies, only the notes (bills) are accepted with change given in PLN at the prevailing average exchange rate of the National Bank of Poland)
• Pay cards (Visa, Eurocard Mastercard)
• Fleet cards (Routex DKV, Uta, Aris, Flota, Shell, Ressa, E100, Orlen-Open Drive, LogPay, Multiservice, AS24, Lotos, Eurowag)

There is a number of reasons why the concession and public section tolls differ. The most prominent ones include:

• The tolls on the A2 concession include 23% Value Added Tax, in contract to public motorways where tolls are not of VAT since 2011. This means the concessionaire pays the 23% VAT to the State budget.
• Unlike public motorways, the concession motorways receive no subsidies from the State budget. The amount of tolls reflect the actual cost of operating the project (maintenance, loan repayment and capital expenditures).

According to the Motorway Rules:

The user who shall present the entry ticket collected at the same Toll Plaza/Station shall be subject to a maximum toll applicable at the given Toll Plaza for the relevant vehicle category; in addition a surcharge may apply (excepting certain extraordinary circumstances due to any accident etc. which may have prevented the user from using the toll motorway.

Transactions are authorized offline without entering PIN. This means the authorization does not require online communication requesting authorization from the card issuer. This is fully compliance with the provisions of law and has been provided for in the agreement between the card users and their banks.
Whenever the card does not permit offline transactions, the toll collectors at Toll Plazas use portable terminals for an online transaction involving PIN.

According to the Motorway Rules Section 3 item 2:

“The user shall pay the toll notwithstanding the weather and driving conditions on the motorway. Tolls shall be collected in full amount also during rehabilitation and maintenance works.”
